Do I need to soak the wood chips before use?

This depends on your equipment. If you use electric smokers and generators (like Borniak), the chips should always be used dry so as not to clog the feeding mechanism. If you are going to use it in a smoker box over direct heat on a gas grill, it may be a good idea to soak the chips a bit first to create more steam and prevent them from burning up too quickly.
